Ventureburn calls Tunis Anis's home town and says Anis returned to Tunisia to start a company after studying and working abroad. The interview does not say when Anis returned. A February 2025 item from the University of Rochester's computer science department says Anis studied computer science and business there and appears in the class of 2017.
Ventureburn reports that Kaoun, the company behind Flouci, was started in 2018 by Anis, Nebras Jemel and Rostom Bouazizi. Forbes Middle East dates the co-founding of Flouci itself to 2020, so the start year depends on the source. Ventureburn says Kaoun began with two angel investors in 2018 and 2019. In 2021, it raised an undisclosed seed amount from Musha Ventures.
Flouci is the first product from Kaoun, a finance super-app. Users can open a free account on a smartphone, then make payments and transfers and use extras such as phone top-ups and bill payments. Ventureburn says Flouci launched after a delay of more than two years, caused by local central bank regulations. During the wait, the team worked on technical problems and lobbied for faster approvals. Anis says North Africa is heavily regulated, with a conservative mindset toward new things. Regulations change often, with amendments coming seemingly out of nowhere, and Anis recalls once scrapping six months of work and asking the team to start over.
Forbes Middle East ranked Anis and Nebras Jemel number 22 in Commerce and Finance on its 2024 30 Under 30 list, published on 21 January 2025. Forbes reported that, as of October 2024, Flouci had around 60,000 active users, 57,902 bank accounts opened and 11,000 cards issued. It said Flouci had raised over $2 million from backers including Launch Africa Ventures, Rally Cap VC and Musha Ventures. The profile lists free IBAN accounts, cards in Tunisian dinars, cardless ATM cash-out and a corner store network for cash. It said Flouci planned to go live in Algeria and Morocco by the end of Q1 2025.
