SeamlessHR Payroll Q2 2026 release adds primary and secondary employment tax handling for Uganda and Rwanda, plus wallet transfer alerts and approval nudges.
SeamlessHR Payroll, part of SeamlessHR, published its Q2 2026 Payroll release notes with updates aimed at payroll compliance and security.
For Uganda payroll compliance, admins can now set an “Employment Type” field under HRIS employee contracts as either Primary or Secondary. Primary employees use the standard Uganda tax table and can access statutory reliefs such as NSSF contributions, pension, and other personal reliefs. Secondary employees are taxed at 30% if monthly gross income is up to UGX 10,000,000, and 40% if it is above UGX 10,000,000. Statutory deductions can still apply, but they are not treated as tax reliefs.
For Rwanda payroll compliance, the same Primary and Secondary classification is now available. Primary employees use the standard Rwanda tax table and can access statutory reliefs including RSSB, CBHI, and the maternity leave scheme. Secondary employees are taxed at a flat 30% on gross income, with no eligibility for tax relief. As in Uganda, statutory deductions can remain deductible but do not reduce tax as reliefs.
SeamlessHR also added bulk upload and bulk edit support for updating employment types, plus updated payroll computation rules based on the employee type.
On security, the product now sends clearer notifications for out-of-wallet transfers, meaning transfers from an organisation wallet to an external account. The initiator is warned that other payroll admins and the business owner will get an email alert, and those parties are emailed when a transfer attempt is made.
Finally, payroll admins can now send approval nudges to approvers for pending payroll approvals. Each nudge includes an embedded approval link, is sent per approval step, and each step has a limit of 10 nudges.
Payroll compliance depends on getting country rules right, especially PAYE, which is “pay as you earn” tax deducted from salaries. Uganda and Rwanda both distinguish between primary and secondary employment, and secondary roles often lose access to reliefs.
By adding explicit employee-type handling, SeamlessHR Payroll reduces the risk of wrong deductions, audit issues, and payroll rework. The wallet transfer alerts and approval nudges also tighten oversight and speed up payroll sign-off, which matters for organisations that run multi-step approvals across finance and HR.
