Ondo State has launched Ondo AI, an artificial intelligence platform for government services.
Its first live service is Ondo Pay, a digital HR, payroll, and pension system.
The state says the rollout helps it meet World Bank HOPE-GO programme milestones tied to automation and transparency.
Ondo AI was launched on 24 September 2026 in Akure. The platform was built by SmartApps Limited.
Ondo Pay is the first deployment on Ondo AI. It focuses on civil service administration, payroll management, retirement processing, and pension migration.
“Digital HR” here means managing staff records and workflows in software instead of paper files. It covers onboarding, promotions, postings, discipline records, and exit to retirement.
According to SmartApps, authorised officials can view comprehensive personnel records instantly, while the system flags workers approaching retirement. It also includes a mobile self-service app, so civil servants can check their retirement date and view monthly payslips from their phones.
Ondo State linked the launch to Disbursement Linked Indicators, or DLIs, under the World Bank HOPE-GO programme. DLIs are measurable targets, like proof of automation and audit-ready records, that determine whether funding support continues.
The government also said the broader digitisation drive has already enabled ₦9.7 billion in pensions and gratuities to be paid to 2,802 beneficiaries through Ondo Pay’s migration and payroll functions.
Payroll and pension systems are high-risk areas for leakages, delays, and “ghost worker” fraud. Moving records and approvals into a controlled system can improve traceability, meaning it becomes easier to see who approved what and when.
For public sector teams, the biggest risk shifts to data quality and access control. If wrong information goes in, automation can scale errors fast. If accounts are not protected, sensitive employee data can be exposed.
If Ondo AI expands to more government services, it could become a shared digital layer across ministries, with Ondo Pay as the first real test of adoption and governance.
