NITA Appoints ShaQ Express CEO as Acting Deputy DG

Ghana’s National Information Technology Agency, NITA, has appointed Anthony Owusu-Ansah as Acting Deputy Director-General. The role is the agency’s number two job and comes as NITA heads into a restructuring.

What Happened

NITA confirmed the appointment of Anthony Owusu-Ansah as Acting Deputy Director-General. NITA is Ghana’s state IT agency and sits under the Ministry of Communications.

Owusu-Ansah is best known as the founder and CEO of ShaQ Express, an e-commerce and logistics company he started in 2020. ShaQ Express positions itself as a “super app”, meaning one app that bundles many services. It combines delivery, online shopping, food ordering, home services, pharmacy access, and bill payments, and it uses electric motorcycles for last-mile delivery.

Before building ShaQ Express, he worked in sales and marketing roles across Vodafone Ghana, Enterprise Group, and Millicom, formerly Tigo. He also founded Vacancies In Ghana and has worked with UNICEF’s StartUp Lab.

The appointment is the second senior leadership change at NITA in around 10 weeks. In July, President John Dramani Mahama appointed Nana Yaw Amoah-Yeboah as Director-General, replacing Dr Mark-Oliver Kevor, who stepped down.

NITA has not said which portfolio Owusu-Ansah will oversee. In most agencies, a deputy director-general supports day-to-day operations, internal administration, and project delivery, and can act for the director-general when needed.

Why It Matters

NITA runs key government digital infrastructure, including the National Data Centre and the government wide area network, which connects public institutions. It also sets IT standards for ministries and agencies, coordinates e-government projects, and licenses some electronic transaction and certification service providers.

Bringing in an operator from logistics and e-commerce could shape how NITA approaches execution and service delivery during its restructuring. For Ghana’s broader digital transformation agenda, leadership stability and clear operational ownership inside NITA affects how quickly public digital services are rolled out and maintained.
