Nigeria is Africa’s highest-ranked country in the Global Index on Responsible AI, also called GIRAI. It placed 38th out of 138 countries, with a score of 45.93.
Nigeria topped Africa in the second edition of the Global Index on Responsible AI, GIRAI, an evidence-based ranking of how countries govern AI responsibly.
Responsible AI governance means the rules, institutions, and safeguards that shape how AI is built and used, so it is useful and safe, not harmful or unfair.
The index is published by the Global Center on AI Governance. It assesses countries across five pillars, Inclusion and Diversity, Ethics and Sustainability, Labour and Skills, Trust and Safety, and AI in Public Service.
The report also called Nigeria a global “Bright Spot”. It said Nigeria stands out for pairing AI skills development with enforceable governance measures, instead of focusing only on adoption.
The report highlighted Nigeria’s National Artificial Intelligence Strategy (2025). It said the strategy pushes AI literacy for stakeholders and calls for a structured skills development programme, including teacher training.
Researchers also pointed to the Federal Government’s Three Million Technical Talent programme, often shortened to 3MTT. They linked the skills push to Nigeria’s legal protections, including the Nigeria Data Protection Act.
On child data protection, the report noted that the Nigeria Data Protection Act requires parental or guardian consent before a child’s personal data can be processed. It also restricts decisions made solely by automated processing, meaning an AI system cannot be the only “judge” for certain outcomes.
It added that the General Application and Implementation Directive, known as GAID, strengthens safeguards for children’s personal data and for people who lack legal capacity.
Nigeria’s GIRAI ranking is a signal to startups, investors, and public agencies that the country is building both AI talent and clearer compliance expectations.
For companies deploying AI in Nigeria, the emphasis on trust and safety and child protection can shape product design. It can also affect how teams collect data, train models, and make automated decisions.
For the wider African tech ecosystem, Nigeria’s placement may increase pressure on other governments to publish AI strategies and strengthen privacy and digital safety rules alongside skills programmes.
