What Happened

Nigeria’s National Addressing Council (NAC) has ratified a preliminary framework to build a digital address system, a digitised way to identify and verify locations across the country.

The meeting was chaired by Vice President Kashim Shettima in Abuja. Under the plan, the Federal Ministry of Science, Technology and Innovation will serve as the NAC secretariat and coordinate delivery across government agencies.

The framework assigns specific responsibilities. The National Identity Management Commission (NIMC) is expected to handle identity verification and authentication, which is confirming a person is who they say they are. The Corporate Affairs Commission (CAC) will support business address verification, which is checking that a company’s registered address is real and traceable. The Nigerian Postal Service (NIPOST) will manage postcode administration and postal infrastructure.

State governments and local government councils will also be involved through the Nigeria Governors’ Forum and the Association of Local Governments of Nigeria, to drive community-level implementation.

The Vice President said the addressing system should integrate with identity management systems and other government databases. He also framed the goal as linking verified identity to verified address in a privacy-conscious way.

Why It Matters

A functioning digital address system can reduce friction in everyday services. It can make it easier to confirm where people live or where businesses operate, which affects onboarding for banks, fintech KYC (know your customer checks), insurance, and government programmes.

It can also improve logistics and emergency response by making locations easier to find, especially in areas where street names and house numbers are inconsistent.

For startups building location-based services, address verification, and delivery operations, a coordinated national framework could create clearer standards. It may also increase investor confidence if verification processes become more reliable and predictable.

The next key test is execution, including interoperability standards, data protection enforcement, and whether states and local councils can implement consistently.
