What’s Going On: Nigeria Government Data Silos And AI Readiness

Nigeria AI development depends on access to large, high-quality data, but government data silos are making that difficult. In practice, “data silos” means each agency keeps its own database, often in different formats, with limited ability to share or match records.

According to the report, some of Nigeria’s most important datasets are held by the National Identity Management Commission, which manages the National Identification Number database. The Central Bank of Nigeria oversees the Bank Verification Number system used in banking.

Other agencies named include the Nigerian Communications Commission, Nigeria Immigration Service, Federal Inland Revenue Service, Federal Road Safety Corps, Corporate Affairs Commission, and the Independent National Electoral Commission. These bodies separately manage records for SIM registrations, passports, taxes, driver’s licences, business registrations, and voter data.

When these databases cannot connect reliably, it becomes harder to build AI systems that can learn from patterns across sectors. AI here means software that finds patterns in data to make predictions or decisions, like flagging fraud risk or helping validate identity.

What To Watch: Interoperability, Privacy, And Service Delivery

If Nigeria wants AI tools that improve healthcare targeting, school planning, tax compliance, and digital identity verification, agencies will need shared standards and controlled data exchange. Interoperability usually requires common data formats, clear rules for access, and technical connectors, similar to APIs, which are “pipes” that let software systems share information.

There is also a trust and governance layer. More data sharing can increase privacy and security risks if controls are weak, especially for sensitive identity and voter records. The key test will be whether Nigeria can reduce fragmentation while tightening safeguards and audit trails for who accessed what data and why.
