## What Happened
Senegal’s New Deal Technologique is putting sovereign cloud infrastructure and AI at the center of its digital transformation agenda.

A sovereign cloud is cloud computing where sensitive government data is hosted under national control, often inside the country and under local rules. The goal is to reduce reliance on foreign providers for critical public sector systems, and to tighten oversight on security, access, and data governance.

The programme covers infrastructure, digital government, innovation, cybersecurity, and skills development. It includes 12 programmes and 50 priority projects, with spending planned over 2025 to 2034.

Senegal also plans to explore AI use cases in healthcare, education, and government administration. In practical terms, that could mean software that helps classify requests, automate routine paperwork, and support faster decision-making. The government frames this as a way to cut the time and cost of citizen interactions with public institutions.

A key part of the update is how projects will be selected. Authorities say they will prioritise initiatives that are realistic to deliver, can secure financing, and can show measurable improvements in public services.

## Why It Matters
Across Africa, governments are paying closer attention to where public data sits, and who controls the underlying digital infrastructure. Senegal’s focus on sovereign cloud signals a push for stronger control over critical systems and better compliance with local security requirements.

But infrastructure alone is not enough. Senegal is also emphasising domestic talent in cloud computing, cybersecurity, and AI, because skills gaps can keep countries dependent on external vendors even if servers are located locally.

If executed well, the plan could improve reliability and security for digital government services. The real test will be whether citizens and businesses see faster, more dependable public services over the next decade.
