# Rawbank Joins Vunga SME Credit Scheme in DR Congo

Rawbank has signed on to Vunga, a public-private scheme in DR Congo that backs short-term SME credit of $10,000 to $1M tied to contracts.

DR Congo has signed a new public-private financing scheme called Vunga to help local SMEs and subcontractors access short-term credit to execute contracts.

## What Happened
Vunga is a new mechanism designed to unlock working capital, the cash a business needs to deliver goods or finish a project before it gets paid. The scheme was signed in Kinshasa and was chaired by Prime Minister Judith Suminwa.

The partners are DR Congo’s subcontracting regulator ARSP, the public guarantee fund FOGEC, [Rawbank](/rawbank), and RawSur Assurances. Vunga means “cover” in Lingala, and the structure is meant to spread risk so banks can lend faster and with more confidence.

Rawbank will arrange and provide the financing. ARSP will certify eligible subcontractors and help place them into value chains. FOGEC will provide a public guarantee, meaning it backs part of the loan so the bank takes less risk, without giving free money. RawSur will cover insurance risk.

According to Rawbank, eligible businesses can receive financing of up to 50% of a contract’s value. Ticket sizes range from $10,000 to $1 million, with maturities of up to 120 days, which is about four months.

FOGEC said training will be part of the approach, before financing. The government described Vunga as a pilot that should expand nationally, with an emphasis on youth jobs and local content, meaning more of the value in big contracts stays with Congolese firms.

## Why It Matters
Contract-backed SME credit is a practical lever in markets where small businesses win tenders but struggle with cash flow gaps. Short tenors like 120 days also match the reality of procurement and delivery cycles.

If Vunga is implemented with clear eligibility rules and tight repayment follow-up, it could reduce stalled projects and help local subcontractors build a track record with banks. The first beneficiaries are expected within the next few weeks, once technical setup is finalized.
