Proparco has announced a $20 million investment in Frogfoot and Vox-Hypa to expand affordable fibre connectivity in South Africa.

## What Happened
Proparco, a French development finance institution, said it will invest $20 million in Frogfoot and Vox and Hypa, two South African fibre and internet access businesses. Proparco said the deal is part of a wider consortium managed by Metier, an African private equity fund manager.

The Metier-led group includes other European DFIs, plus South African commercial investors. Named participants include British International Investment, BIO, and DEG, alongside Ke Nako Capital, [Nedbank](/nedbank), and Standard Bank. Proparco said the consortium is also investing alongside the companies’ management team and other private capital.

Frogfoot is a fibre network operator, meaning it builds and runs fibre cables and related equipment. Vox and Hypa provide connectivity services, meaning they sell internet access to households and businesses using those networks.

Proparco said a key part of the growth plan is pushing fibre into lower-income areas and townships, where coverage is still limited. Fibre is a type of fixed broadband that uses light through cables to deliver higher speeds and more stable connections than many wireless options.

The companies expect the expansion programme to reach up to 360,000 additional homes per year. Proparco also said the rollout could support about 5,000 direct jobs tied to network deployment and related work.

## Why It Matters
Affordable fixed broadband remains a bottleneck for digital inclusion in South Africa. When fibre reaches more homes, it can improve access to online learning, job searches, and essential digital services.

The structure of the deal also matters. It shows how DFIs can “crowd in” private investors for capital-heavy infrastructure, where returns may take longer and upfront costs are high.

For operators and founders building services on top of connectivity, more fibre in townships and lower-income suburbs can expand the addressable market for fintech, streaming, e-commerce, and small business tools.
