## What Happened
Ondo State has launched Ondo Pay, an AI-enabled platform designed to move civil service pension records from paper files into a single, secure database. The platform was unveiled in Akure on September 2, 2026.

The government says Ondo Pay is meant to improve payroll and pension integrity. That includes reducing duplicate records, removing non-genuine beneficiaries, and limiting unauthorised payments.

Ondo Pay will also handle salary computation, approvals, reporting, and payroll processing. In practice, this means payroll changes should follow tracked steps, rather than informal manual edits.

A key feature is integration with Bank Verification Number (BVN), Nigeria’s bank-linked identity number used to confirm a person’s identity. BVN checks can help match payroll and pension entries to real individuals, and can make it harder for “ghost worker” records to stay in the system.

The platform includes controlled access and authentication, meaning only authorised staff can view or edit records. It also creates an audit trail, which is a tamper-evident log of who changed what and when.

Ondo State also says the pension migration is part of a wider HR management environment. This includes a mobile self-service app for staff, powered by SmartApps Payroll Software, where authorised employees can view payslips, check deductions, update permitted details, and submit requests without repeated visits to payroll offices.

## Why It Matters
Payroll and pension leakages remain a major cost for state governments, especially where records are scattered across ministries and stored offline. A centralised system can improve budgeting, workforce planning, and spending control.

If the BVN-linked verification and audit workflows work as intended, Ondo Pay could reduce payment delays for civil servants and retirees. It could also give Ondo State a more reliable wage bill baseline, which matters for fiscal planning and public accountability.
