# NITDA Signs Sovereign Cloud Rules for Nigeria’s NSCI

Nigeria’s tech regulator, NITDA, has signed three new documents for the National Sovereign Cloud Initiative, plus an investment strategy.

## What Happened
NITDA has signed key regulatory documents under Nigeria’s National Sovereign Cloud Initiative, NSCI. The goal is to create clearer rules and standards for cloud services in Nigeria.

The signed instruments are the National Cloud Computing Guideline, the National Cloud Technical Guideline, and the National Digital Infrastructure Assurance Framework, NDIAF. NITDA also presented a National Cloud Investment Strategy.

A “sovereign cloud” usually means cloud infrastructure where data and systems are hosted and governed under local rules. In practice, it often pushes for stronger control over where sensitive government and regulated-sector data sits, and how providers are audited.

NITDA Director General Kashifu Inuwa Abdullahi said cloud infrastructure should be treated as a strategic national asset. He linked it to digital government services, financial services, artificial intelligence, and digital public infrastructure.

Implementation will start immediately, using a phased approach. NITDA says it will set up a Sovereign Cloud Governance Committee for oversight.

By October 2026, the agency plans to operationalise a national digital regulatory platform. It will be used for onboarding, assessment, certification, and ongoing regulation of cloud and digital infrastructure providers operating in Nigeria.

## Why It Matters
For cloud and data centre operators, clearer national rules can reduce uncertainty. That can make it easier to plan long-term investments in local data centres, GPU capacity for AI workloads, and compliance tooling.

For startups and enterprises, the framework could shape where they host applications and customer data. It may also affect procurement in government and regulated sectors, especially if certification becomes a requirement.

The move also sits alongside NITDA’s recent push on cybersecurity and software quality. The agency has warned about fragmented cyber defences across government and cited major economic losses from cybercrime, which adds urgency to infrastructure assurance and audits.
