Nigeria has started measuring TV viewership with a Peoplemeter-based system in Lagos. The rollout will expand in phases to other major cities.

## What Happened
Nigeria has begun Phase 1 of a new TV audience measurement programme in Lagos, under the [FreeTV](/freetv) brand.

The system uses “Peoplemeters”, which are small devices installed in selected homes to passively track what is being watched. Passive tracking means viewers do not fill diaries or surveys, the device records viewing automatically.

Viewing data is sent daily to a central data centre. The goal is to provide consistent TV ratings, which are the numbers broadcasters and advertisers use to estimate reach.

The National Broadcasting Commission is driving the rollout. The Advertising Regulatory Council of Nigeria, ARCON, and industry partners are also involved.

The move follows Nigeria’s revived Digital Switch-Over, DSO, programme launched in June 2026. DSO is the shift from analogue TV signals to digital broadcasts, which can carry more channels and often have better picture quality.

Officials say audience measurement is the missing data layer for digital TV, helping stakeholders understand who is watching, what they are watching, and when.

For advertisers and media agencies, this can change how TV ad budgets are allocated. Peoplemeter data is usually more precise than diary-based audience research, which depends on what people remember and choose to report.

For regulators, consistent measurement can offer better visibility into market trends as Nigeria’s digital TV ecosystem expands.

There is also a trust and privacy angle. The government has flagged the need for transparency and for protecting participating households, especially as some panel homes may not recall earlier surveys used to build the sample.

Nigeria plans to expand the rollout in phases to Abuja, Port Harcourt, Kano, and other major media markets.
