## What Happened
A September 30 report said Kenya’s proposed National Payment System Bill could change how customer funds are held for mobile money wallets.

In simple terms, mobile money wallets are supposed to be backed by real money held in a separate account, so customer balances are protected if an operator fails. Today, those funds are typically parked in trust accounts with limited ways to generate returns.

Under the proposal, funds backing [M-PESA](/m-pesa) and Airtel Money wallets could be placed into government securities, which are IOUs issued by the state, or into interest-bearing trust accounts, which are protected accounts that can earn interest.

The key detail is that the bill talks about allowing the funds to earn returns, but it does not say operators must pass those returns on to customers. It also does not mean the change is already in effect. It is a proposal and still needs to go through the full lawmaking process.

## Why It Matters
If mobile money wallet backing funds are allowed to earn returns, operators could generate more income from deposits they already hold at scale. That could strengthen balance sheets and create room for lower fees, better agent commissions, or new savings products.

For users and merchants, the question will be how those returns are used. Without clear rules, customers may see no direct benefit even if the pooled trust funds generate interest.

For regulators and policymakers, the tradeoff is oversight. Investing backing funds can add complexity and risk, so the bill’s final wording on governance, reporting, and allowed instruments will matter for trust in Kenya’s mobile money system.
