# MoneyBadger Urges SARB to Allow Bitcoin Bread Payments

## What Happened
[MoneyBadger](/moneybadger) published a post warning that the South African Reserve Bank’s draft Crypto Asset Manual could effectively ban Bitcoin payments from private, self custodial wallets.

A self custodial wallet, also called a non custodial wallet, is a crypto wallet where the user controls the private keys, like holding cash yourself. MoneyBadger argues that a customer should be able to scan a QR code at a local retailer, pay in Bitcoin over the Lightning Network, and still have the merchant receive rand via a normal payment provider.

The draft manual flags transfers from “non custodial” wallets into authorised crypto asset service providers as not allowed. MoneyBadger says this wording makes no exception for domestic purchases such as food, electricity tokens, travel tickets, or municipal payments.

MoneyBadger is proposing four changes. First, it wants SARB to explicitly allow local purchases paid from private wallets, including conversion to rand and settlement to a South African bank account. Second, it argues that everyday consumer spending should be excluded from routine Financial Surveillance Department reporting, suggesting a threshold aligned with existing cash reporting levels, for example up to R50,000. Third, it says licensed local crypto providers should not need extra approvals to support domestic payments. Fourth, it asks SARB to publish evidence for any blanket restriction on private wallet payments.

The company also points to a May 2026 joint communication where SARB and the FSCA distinguished between domestic crypto payments and cross border payments.

## Why It Matters
If SARB’s final rules restrict private wallet payments, it could reduce real world crypto use cases in South Africa beyond trading. That matters for merchants and consumers who use Bitcoin rails for small payments, especially where card fees, chargebacks, or banking access remain friction points.

It also raises a broader policy question across African crypto markets. Regulators want stronger oversight for anti money laundering and capital controls, but payment rules that treat every self custodial wallet transaction as cross border could pull everyday commerce back into cash only behaviour.

For South African fintechs building crypto payment acceptance and QR checkout flows, the draft rules could reshape what is legally possible, depending on how SARB finalises its exchange control approach after the comment period.
