# Jubilee and FSD Africa to Pilot Low-Cost Insurance Kenya

Jubilee and FSD Africa will pilot new low-cost insurance products in Kenya from November 2026, working with seven insurtechs to reach SMEs and farmers.

Jubilee Group and FSD Africa are teaming up with seven insurtech companies to test affordable insurance for underserved Kenyans. Pilots are expected to start in November 2026.

## What Happened
Jubilee Group and FSD Africa announced a partnership to develop and pilot new insurance products aimed at people and businesses that are often left out of formal cover. The primary focus is SMEs, informal sector workers, farmers, and low-income households.

The pilots will run in Kenya from November 2026. Before that, the seven insurtech firms will go through an eight-week product development process with Jubilee.

The selected firms are Dukatech Solutions, Aura Insure Technologies, [Inclusivity Solutions](/inclusivity-solutions), DPE, Fiinovate, Agrails, and Ibisa Network. The project will be coordinated through J-Hub, Jubilee’s innovation and technology unit.

The programme will test different ways to distribute low-cost cover. This includes bundled and embedded insurance, which means insurance packaged with another product or service at the point of purchase, like adding device cover when buying a phone.

It will also explore insurance products built around SME ecosystems, which are networks such as supplier and merchant groups. Another track focuses on wellness models that connect customers to health and care services, not just payouts after something goes wrong.

## Why It Matters
Insurance penetration among SMEs in East Africa is still very low. The region has more than 10 million SMEs and they account for over 70% of jobs, but insurance coverage across these businesses averages about 1%.

Low coverage leaves households and small businesses exposed to shocks like illness and extreme weather. For farmers and informal workers, one bad season or health event can erase savings and disrupt cash flow.

For Jubilee, the pilots offer a controlled way to test pricing, distribution channels, and claims processes before scaling. For FSD Africa, the work is also about proving what distribution actually works, not just building new products.

If pilots perform well, Jubilee said it could roll out the best-performing models in other East African markets.
