## Content

## In Short
President Bola Tinubu has ordered a forensic audit of Federal Government systems, including IPPIS, after findings linked to ghost workers and alleged “fake agencies.”

## What Happened
The directive follows a Federal Executive Council resolution dated August 19, 2026. The decision was based on findings from Nigeria’s Independent Corrupt Practices and Other Related Offences Commission, which flagged payroll fraud and wider control weaknesses.

The audit will focus on the Integrated Personnel and Payroll Information System, or IPPIS, which is the platform used to manage public sector payroll. The goal is to determine how fictitious or ineligible people were added to the payroll, and whether that happened because of weak controls, broken processes, or deliberate bypassing of checks.

According to the Presidency, the review will look at access control, identity checks, biometric verification, and bank account controls. It will also reconcile the figures already identified by the ICPC.

The scope goes beyond IPPIS to systems it connects to. This includes the Government Integrated Financial Management Information System, or GIFMIS, and payment rails such as [Remita](/remita), as well as the Treasury Single Account and sub-TSAs, which are government accounts used to centralise and monitor public spending.

A second phase will review ministries, departments, agencies, commissions, councils, and parastatals. The Presidency says it wants a definitive inventory of government entities, plus verification of their legal status. It will also examine how entities get recognition, budgets, official correspondence privileges, office facilities, and access to government systems.

## Why It Matters
For Nigerian tech and fintech operators that sell to government, this signals tighter scrutiny around identity, onboarding, and system integrations. A forensic audit often leads to new controls, process redesign, and vendor changes.

If the audit uncovers structural gaps across payroll and payment interfaces, it could trigger updates to how government validates workers and agencies. That can affect procurement requirements for payroll, HR, and payment infrastructure providers in the public sector.
