## Content

## In Short
Kenya’s [Hustler Fund](/hustler-fund) pension programme is far behind its funding goal.

## What Happened
The National Treasury says the voluntary Hustler Fund pension programme mobilised Sh14.06 million against a Sh3.6 billion target for the year ended June 2026. That is a 99.61% shortfall.

The programme is linked to the Hustler Fund loan product for informal and micro business borrowers. Under changes introduced in November 2023, borrowers are required to save five percent of their loan amount.

That five percent is split into two parts, short-term savings and long-term retirement savings. The intention was to move the long-term portion into a state-backed micro-pension scheme, which is a low-ticket retirement plan designed for small, frequent contributions.

More than two years after the government approved the transfer, the report says the deducted savings are still outside the micro-pension scheme. Treasury attributes this to a regulatory gap, meaning missing or incomplete rules that prevent the savings from being moved and managed under the pension framework.

## Why It Matters
This issue affects trust in digital micro-savings and micro-pensions, especially for informal sector workers who may have no other retirement plan.

It also raises governance and consumer protection questions. If savings are deducted automatically from loans but sit outside the intended pension vehicle, contributors may not get the protections that come with pension regulation, like custody rules, reporting, and clear withdrawal terms.

For fintech and digital credit operators watching Kenya, the story is a reminder that product design is not enough. Retirement and long-term savings products depend on clear supervision, licensing, and operational rules, not just app flows and deductions.

If the regulatory gap persists, Kenya risks slowing adoption of state-backed micro-pension schemes, even as digital lending continues to scale.
