## Content

## In Short
Ghana is starting tighter enforcement of a 20% tax on foreign digital subscriptions from October 15. Banks will add the charge when customers pay with Ghana-issued cards.

## What Happened
Ghana’s tax on cross-border digital services is moving from paper to practice. From Oct. 15, commercial banks and payment providers will collect the 20% charge at the point of payment for eligible foreign digital services.

This means Ghana users paying for Netflix, Spotify, or ChatGPT with a local bank card will see an automatic increase. A GH¢1,000 subscription becomes GH¢1,200.

The Ghana Revenue Authority is directing banks to add the tax when a Ghana-issued card is charged by a qualifying foreign service. The bank then remits the tax directly to the GRA. Several banks have already notified customers that this is a statutory tax, not a bank fee.

The legal basis is Ghana’s Value Added Tax Act, 2025 (Act 1151), which took effect on Jan. 1, 2026. The 20% rate includes 15% VAT, plus a 2.5% National Health Insurance Levy and a 2.5% Ghana Education Trust Fund Levy.

The scope is broad. It can cover streaming, productivity software, AI tools, cloud computing, and online advertising. It may also extend to online courses, gaming, VPNs, cybersecurity tools, travel bookings, and business communication software, depending on how a transaction is classified.

## Why It Matters
The biggest immediate impact is higher monthly bills for individuals and families. But the bigger second-order effect may hit businesses.

Startups and SMEs in Ghana rely on foreign SaaS (software sold as a subscription, like renting tools monthly) for email, design, meetings, hosting, and ads. If each of these costs 20% more, operating expenses rise and budgets tighten.

Digital advertising is likely to feel the squeeze quickly. Ghanaian small businesses buying ads on global platforms may get fewer impressions for the same cedi budget.

There are also open questions. Some platforms already charge VAT in other markets, so it is unclear how banks will confirm whether Ghana tax is already included in the price. Another unresolved point is how VAT-registered businesses will claim input VAT credits for these card-collected charges.
