South Africa’s Portfolio Committee on Public Service and Administration will meet GEMS on August 25, 2026. The agenda is fraud and waste prevention, plus a performance review.

## What Happened

Parliament’s Public Service Committee is scheduled to engage the Government Employees Medical Scheme, also known as [GEMS](/gems), in a virtual meeting on Wednesday, 26 August 2026.

The committee says the session will focus on strategies to detect and prevent fraud and waste. Fraud here means false or inflated medical claims. Waste refers to unnecessary spend that drains the scheme, like paying for services that should not be billed.

Members will also discuss GEMS’ quarterly performance covering January to June 2026. This is a standard oversight check on operations, service levels, and financial management.

The meeting follows a prior committee engagement in March 2026. At that session, the committee heard that fraud-related investigations over the past three years amounted to about R268 million.

The committee was also told that in 2025, GEMS identified around 399 healthcare practitioners, mostly general practitioners, linked to submitted claims worth roughly R1.3 billion. Investigations found R42.7 million of those claims were irregular, and about R11.7 million had been recovered at the time.

## Why It Matters

GEMS is a major health cover provider for public servants and their dependents, serving about 2.45 million people. When fraud and waste rise, the scheme has less room to keep contributions affordable and benefits stable.

The committee has previously raised concerns about enforcement. It cited 418 criminal cases opened over the last five years, and called for faster prosecutions and stronger follow-through.

For health insurers and claims technology providers, this is another signal that tighter claims controls, better provider monitoring, and stronger case management will stay high on the agenda in South Africa’s medical scheme market.
